Railay East beach isn't a beach at all - more like a muddy tidal flat, and nearby Ao Pha Nang beach (possibly the most beautiful) only has one mega-expensive resort. So for the immediate area (with good beachfront scene and good swimming) it kind of leaves you with only one option - to stay on Railay West and pay the price.

For example, if you want shopping and nightlife (more than bars), then you want One day/night in Ao Nang (Hint, One) Initial plan was to stay the 3rd night in phi phi and then come back and stay 2 nights in a resort in railay beach and take day trips to other places during the 4 days in ao nang and railay.
Railay West is the best but as noted just a few resorts dominate it - still my favourite though (actually Ao Phra Nang - not to be confused with Ao Nang - is the nicest beach a short walk from West Railay, but has only one super-expensive Travel forums for Ao Nang. Railay is a great beach, although overcrowded with day trippers now, which means lots of long tail boats.As Jay said, not that much shopping, and all at inflated prices as Railay Beach is not accessible by road.
